Rough Waters for Taiwan and Japan

   For years, Taiwan and Japan have shared a special relationship. Taiwan was once a colony of Japan , and these days, hundreds of thousands of Japanese tourists visit Taiwan every year. In Taiwan , Japanese food is popular, and many young students choose to study Japanese as a second or third language. Recently, however, the close relationship between these two countries has run into some trouble.

   The problems began on June 10 near the disputed Diaoyutai ( 釣魚台 ) Islands. Both Taiwan and Japan, and even the People's Republic of China , claim control over this small chain of islands in the East China Sea. It was in these waters that the Lienhe ( 聯合號 ) , a Taiwanese sport- fishing ship, experienced a “ collision ” with a Japanese vessel . This ship, called the Koshiki ( 甑 ) , turned out to be a patrol boat for the Japanese coast guard.

   The Japanese coast guard initially blamed the Taiwanese ship for the crash , saying it had been zigzagging in the water. Later reports from the Taiwanese crew aboard the Lien Ho painted a very different picture. Crew members stated that their ship was actually stationary , and it was, in fact, deliberately rammed into by the Japanese vessel. Recent video footage of the incident backs up this claim.

  Perhaps even more troubling was the Japanese coast guard's treatment of the Lien Ho 's captain, Ho Hung-yi ( 何鴻義 ), and his crew, who were at first detained by the Japanese. Eventually , they were released , and they were finally able to return to Taiwan . Tensions between the two countries rose, and days of furious diplomatic activity followed. Finally, on June 20, a representative from Japan's de facto embassy in Taiwan traveled to Ruifang ( 瑞芳 ) to visit the captain of the Taiwanese ship. There, the Japanese representative bowed and apologized for the incident. He also hand-delivered a written apology from the Japanese coast guard.

   Ho, the Taiwanese captain, graciously accepted the apology, even though he had lost his ship and had suffered several injuries . The Japanese representative expressed his hope that the peaceful resolution of this situation might help to strengthen relations between Taiwan and Japan once again.
